![]() The UKF is built in the tradition of the Samurai State from the warring period of Japan. This structure served the Warlords well and all personnel that were involved knew what their roles were with clarity. At the same time those persons that excelled in the field of battle or commerce could move up, or down according to their achievements, good or bad. Final word on the decision making process was always the province of the clan leader, though input was always taken from the various Councils so that clarity on a decision was obtained from winnowing of data. The UKF is structured thus: The Council of the Left is comprised of the senior students in American Kenpo that are under the direct tutelage of the Senior Teaching Black Belt of the UKF. The basic requirement to be a member of the Council of the Left is to be a Fifth Degree Black Belt or higher, under the Senior Teaching Black Belt of the UKF. The Council of the Left maintains the the standards of American Kenpo as outlined and taught by the Senior. A chairman will be selected annually by the Council to orchestrate inter-council activities. The Council of the Left members sit on various Councils in the UKF to oversee and participate as well as counsel from their personal experience. These individuals are selected by the Senior Teaching Black Belt. The personnel assignments are determined solely by the Senior Teaching Black Belt based upon an individuals record of accomplishments. The duties of the Council of the Left are: Systems Standardization - This pertains to assisting in the accurate dissemination of the system and may include follow up workshops to Federation schools after the Senior Teaching Black Belt and Founder has performed seminars and so designates a school to be worthy of continued attention. Contravention - Pertains to maintaining the integrity of the Universal Kenpo Federation. The Council of the Left is much like the left hand man; he who covers the "weak" side, and covers the back of the Leader. They are the people that are allowed into the policy making process. The Council of the Right pertains to the perpetuation of the Universal Kenpo Federation. It is an advisory body made up of individual committees that are created and assigned for various periods of time as determined by the Senior Teaching Black Belt. The personnel of the Council of the Right consists predominantly of volunteers that have been selected by the Senior Teaching Black Belt according to the talents that are required for the specific task. The committees exist until the requested task is completed. The duties of the Council of the Right are: Competition - Full contact Karate, providing monitoring of UKF participants, or making available assistance, to routes of participation. Tournament karate, the same assistance is provided at this level also. Weapons - Providing up-to-date information on firearms, as well as the requested supply of them. Also to provide counseling on custom knife manufacturing, as well as the manufacture of other edged weapons. Registrar - Maintaining proper record keeping of UKF Federation members. Finances - Providing proper management of Federation funds. Legal - Providing personal and Federation legal counseling. Publications - Providing printed and web expertise that enhance the dissemination of UKF information and dialog. Executive Council-- The relationship between the Council of the Right and the Council of the Left is brought together as a collective by the Executive Council. The obligation of the Executive Council is to act as a liaison between the councils and the Senior Chairman. The Executive Council is the point of the spear in fulfilling the needs of the Universal Kenpo Federation by formulating the imagery that professionally represents the Universal Kenpo Federation for present and future generations. Members on all councils are recommended and voted on by all members of all councils. A majority vote is required for membership of the appointed person. The Ethical Board of Review is comprised of members from all the councils. The function of this council is to review ethical improprieties that cause and affect the pride and dignity of the general membership of the UKF.
